Many of you will be aware that over the past months the Environmental Services team have been working towards bringing in an enforcement team to deal with environmental issues, including dog fouling and littering.
This is to inform you that we have carried out a successful tender and awarded a contract to a specialised company “District Enforcement”. District will be operational on the streets of Pembrokeshire as from the 10th September, 2018.
The Environmental Services team have been working through the mobilisation plan with the company and you will probably have seen the recent press release.
The contract will deal initially with littering, dog fouling and other anti-social behaviour.
From listening to yourselves and residents we know how important it is for our local area to be clean, free from litter and dog fouling and a pleasant environment in which to live. Despite all Pembrokeshire County Council’s efforts to keep the area clean and litter-free some individuals continue to drop litter, fail to clean up after their dog or carry out other anti-social behaviour.
As part of a continuing commitment to improve the local environment for the benefit of us all this contract will enable us to increase our capacity to deal with environmental
enforcement across the County.
Uniformed Environmental Enforcement Officers will be operating in all parts of the County on the streets, car parks and on other open land that the public have access to. Anyone
witnessed littering by the officers will be issued with a £150 fixed penalty notice, which will be discounted to £75 if paid within 10 days.
We are asking for your support to make improvements to the local environment by bringing our enforcement approach to the attention of your constituents.

This year a new member of staff, Max Macintosh, has joined us for our Monday Youth Club session. Mondays have always been our busiest night and it is great to have four members of staff who are able to facilitate a range of activities with our members. We have been able to offer a variety of session’s e.g. Blow Painting, making Dream Catchers, Timed Challenges indoors whilst outside Cricket, Capture the Flag and Tennis have proved as popular as ever. Our themed nights have included; National Safeguarding Week, Chinese New Year, Mardi Gras, St David’s Day and a Valentine’s Day Mr & Miss Competition.
Attendance figures have varied from around 40 in the winter to single figures when we have had exceptionally hot weather. Our Youth Forum membership has also dropped, although those who have continued to attend have carried out fund raising for a social evening with the Twinning Group from Sanguinet , were successful in a Pembrokeshire Youth Bank grant application and have taken part in the Welsh Youth Parliament consultation. The grant was used to buy bedding plants which have been planted in pots at Neyland Community School, the remaining money will be used to buy bulbs which can be planted this Autumn ready for next Spring. We have also been given £100 from the Police and Crime Commissioner for Dyfed-Powys, we intend to put this towards improving the appearance of the front of the building.
The Summer Programme this year offered the following; Skateboard deck build & design in the Youth Club, a trip to Rampworld Cardiff (indoor recreational facility for scooters and skateboarders), Court Out (a look behind the scenes at Court proceedings),TYF – Sea Change ( Two days of outdoor adventures) and a Welsh Residential.
Our social evening with the young people of Sanguinet was a great success; we had perfect weather, a fish and chip supper and enjoyed a game of cricket. Some of our members were able to practice their French language skills whilst others used a translation app on their phones, staff were able to discuss the communities they live in and the similarities between them.

An exhibition entitled ‘Origins: Exploring the Early History of Neyland and Llanstadwell’ was recently installed at Neyland Library. Curated by Dr Simon Hancock, the display of artefacts and historic maps shows the history of the locality to go back many centuries to the Bronze Age and beyond. The focus of the railway and Brunel has meant that the early history of Neyland and the other settlements like Scoveston, Waterston, Newton, Norton and other places have often been overlooked. The display considers the names and origins of the settlements and the locally-found artefacts include a delicate whalebone comb, civil war era cannon ball, medieval figure of St James, head of a Roman figurine and much more. The display has been made possible thanks to funding from South Hook LNG and a generous donation from a fund in memory of the late Lord Gordon Parry who loved history. Mrs Molyneux said ‘I think everyone should welcome the exhibition and make people think of the origins of the communities in which we live today. It was an inspired idea by Dr Hancock to put on such a display.’
Concert in St Clements Church
A very large audience packed St Clement’s Church, Neyland last Thursday evening for a very special concert. Two choirs came together to go through a really delightful programme. They were Voix de Losa from Sanguinet, from Nouvelle-Aquitane, south-western France and Neyland Ladies Choir who this year are celebrating 40 years of singing. Neyland twinned with Sanguinet in 2013 and since then there have been many exchange groups and visits. The concert was a great success and was introduced by the the Vicar of Llanstadwell, the Rev Alan Chadwick while the accompanist was Mr Peter Griffiths. The mayor, Dr Simon Hancock, who is also the president of Neyland Ladies Choir gave a vote of thanks to both choirs. Afterwards a meal was shared in St Clement’s Church Hall before the choir flew back to France.
Well over 100 children and their parents visited the Neyland Playpark last Saturday afternoon for the first annual Neyland Town Council Easter Egg Hunt. Organized by Bill McGarvie and ably assisted by other members, the free event was made possible thanks to the generosity of the Neyland Co-operative Stores who provided all the eggs. The Mayor, Dr Simon Hancock, donated two premium eggs for which every child received a free raffle ticket. The event was very much enjoyed and it is hoped to put on a bigger event next year.

22nd of April at 2pm the new doors will be ‘opened’ by our Mayor, Simon Hancock followed by a service of re-dedication of the chapel and doors by the Rev Dr David Pusey.
Today I visited the VC Gallery and ,et Trustee Mr Marten Lewis who also is director of the Darwin Project. the VC Gallery does immensely useful work. I was really struck by their Picasso exhibition.
Winter works at Neyland Yacht Haven supported by the local
This winter, Neyland Yacht Haven undertook essential
maintenance work by repiling 60 pontoon piles in their Upper
A marina survey, undertaken last autumn, identified that the
pontoon piles had reached the end of their natural life span
and required replacing. Working with Falmouth Divers and
Williams Shipping, old piles were removed and new 25m piles
were installed over an 8 week period at the start of 2017.
A wide range of local companies aided the work by offering
staff, services and support to the marina and affected berth
holders. Dale Sailing, East Llanion boatyard and Milford
Marina offered winter storage to boat owners while a range
of local marine companies supported the work including
Granger Tubolt Ltd and Cleddau Marine. Beggars Reach B&B
also provided accommodation for the 7 staff who resided in
the area during the project.
The project was successfully finished on time in the first
week of March allowing berth holders to return to the Upper
Basin well in advance of the new sailing season.
Neyland Yacht Haven extend their warmest thanks to everyone
involved with the project, to the local community for their
rallying support and, most importantly, to our berth holders
for their assistance and cooperation. All the team at the
marina are now looking forward to swapping their hard hats
and high-vis jackets, for sun caps and life jackets as the
sailing season fast approaches.

The tenth Pembrokshire Duathalon, a 5 kilometre run, 20 km bicycle race and 2.5km started from Brunel Quay, Neyland last Sunday morning. Despite heavy rain early on some 115 people lined up on the start line and the standard of the race was said to be excellent and one of the best seen. The race was officially started by the Mayor of Neyland, Dr Simon Hancock who wished the runners well. The entrants raised £300 for PATCH plus donations of foodstuffs. The first to come in was David Cole of the Cycle Specific team with a time of 59 minutes and 52 seconds. The race organisers wish to thank Neyland Yacht Club, St John’s Ambulance and the race sponsors for what was a very successful competition.
Although he emigrated with his family from Neyland to Canada in 1970, Mr. Adrian Welham has never forgotten the town of his birth. The son of Mr. Derek Welham and Marion his wife (nee Hewitt) he was born at Harbour Close in September 1959 the second of four children. The family moved to No. 4 Railway Terrace in 1968 and to a new life in Canada two years later.
Adrian has been living at Gimli, Manitoba since 1974 and is married to Jo-Ann. The couple have been married for 36 years and have two grown-up children, Rhys and Carly. The couple visit their many friends in Pembrokeshire most winters usually coinciding with the six nations rugby tournament. Adrian had a great love for his grandparents, Jack Welham (1912-96) and Olive (1914-2006) his wife. Last Wednesday a bench in memory of the couple was dedicated on Neyland Promenade.
The location is especially poignant since Jack Welham had a lifetime’s affinity with the sea, helping with the sea scouts, building his own boats and he was one of the founding members of Neyland Yacht Club in the early 1960s. The ceremony was attended by several local residents, the Edwards family of Great Eastern Terrace who were long-standing friends of the Welham’s.
The Mayor of Neyland Dr Simon Hancock said ‘I am sure everyone in the town will be grateful to Mr and Mrs Welham for their generous gift of a bench in memory of Jack and Olive Welham. They were the first residents of Harbour Close in 1949 and they were next door neighbours of my grandmother Dolly Cole for more than 50 years. They were a wonderful couple. I am also grateful to the maintenance team of the county council for fixing the bench.’
Mr. Adrian Welham is a property developer who has created a little part of Pembrokshire on the prairies. He has created an estate with familiar-sounding names like Westfield Way, Brunel Lane, Neyland Way, Pembroke Way, Honeyborough Lane and Railway Terrace.

Since relocating the Youth Club to The Skills Centre in 2015 our membership figures have remained high. Last term membership at the club rose to 67 with an average of 30+ young people attending our evening sessions. We were once again able to offer a range of activities from our ever popular cooking session on a Monday, to workshops on Alcohol Awareness and Cyberbullying plus regular competitions e.g. Food Challenges, Kitchen Olympics, Family Fortunes.
Arts and crafts proved popular; salt dough decorations, paper mache masks, tea light holders are just a few of the things we made. We also had a long list of volunteers for face painting and henna art – those who wanted to be models and those who could paint! Last term we alternated our Youth Forum sessions with a Girls Group, this term we are alternating Forum with a Boys Group.
Thirteen members of the club travelled up to Cardiff on the Pembrokeshire Youth Trip to see Wales versus Japan. Some of the young people had never been to Cardiff let alone seen their national team play rugby, it was an experience they will remember for years to come.
Cllr Simon Hancock very kindly donated £250 to the Youth Club, we were able to put this towards the purchase of new sofas for our television room. The Youth Forum had fund raising stalls at two Christmas Fairs and put the money they had raised towards the purchase as well.
Staff and members are looking forward to the lighter evenings when we can once again use the area outside for activities such as tennis, volley ball, barbecues and cricket. Planning is on a monthly basis with young people having an input on what they would like to do inside the club.
